My brother works at the Luxor and I just talked to him.
The devise, from what he has heard, was a coffee cup with some liquid and nuts and bolts in it. When the man picked it up it blew, took off his hand and several nuts were blown thru his head. He died at the hospital. My brother said they aren’t sure if it was an employee, but they feel he was the target.

Curious that they could think the victim was the sole intended target if they don’t even know who he is. How does one ensure that the right person will pick up a coffee cup in a parking lot?
Which means it wasn't really 'targeted'. Anyone else who happened to be close by would have been hurt or killed too. Terrorism in my book, although unlikely to be of the Islamic kind.
