All that would accomplish is making some lawyers rich. The pet owners would probably each be sent a check for $4.98 or something.

Wrong.
True the pet owners would receive nothing.
But the perps would be hurting, or out of business.
That’s the goal, so this doesn’t happen again.
Murder for profit is murder for profit, be it pets or humans.
If we do not punish this harshly and quickly, we teach those involved, and those who compete with them, that this is an acceptible business practice.
It’s not about reimbursing pet owners, that’s not possible anyway, because money won’t replace a loved pet.
It’s about making sure this never happens again.
