For original intent, it doesn't get any better that "The Federalist" which is a book that should be more widely read anyway. For theory, try Leslie Lipton's "The Great Issues of Politics." I hope this paper isn't due tomorrow 'cause Liption should not be read before operating heavy machinery. Absolute classic, though.

the constitution is written in English. Why do you, or anyone need to interpret it?
