So chamber the 38 in a 357 Mag and you're good to go

A Victory 38 can't even handle a .38 Special round without risk of failure.

Shot shells are made by CCI for .44 and .38. Any good . 44 mag or .357 mag can use them and both can also use reduced loads (.44 spl and .38 spl) as well. That Taurus may be fine, but look at those other options. For over all ammo cost and versatility, consider a 4” or 6” .357 mag.
