Should that be, "rules ARE rules"? :) Unless you're using "rules" as a collective noun.

Yes, it should be "rules are rules."

I was misquoting the TV commercial, "parts is parts." The customer wanted to know what chicken parts were used. "Parts is parts" was the unappetizing answer.
