Something's not right about those numbers. The article states that this one plant manufactures 20,000 to 40,000 LPs a day. That would be 7.3 million to 14.6 million LPs a year just from this plant alone!
The article says the plant produces twenty to forty thousand "records" a day. The term "records" includes both LP's and 12" singles. It's 12" singles (which are used mostly by DJ's) that this plant churns out in the big numbers, not LP's.
That's my read on the article anyway.
