What I find distressing is that her closest neighbors must have known she lived without electricity and they didn't offer to help.

Many many moons ago, I came across a situation like this - I got it fixed, at no cost to the elderly woman involved. The local power company named me "Employee of the Month" for doing it.

A week later, they laid me off, sionara.
