Probably just a contractor's meter out front with outlets, this is how power is provided to worksites until the electrical inpsector allows full power to a home under construction...

My thoughts also.
If she didn't have the smarts or money in order to bring her home up enough in code to have the power turned on, how will she pay the electric bill? Public assistance.
Yard is a mess? Volunteers to clean it up? Where have all the families gone in this country?
