Yes, that's insane. The way I read it is that if they go all the way into the stands the player gets a free base? What happened to tagging and advancing at your own risk? Now the fielder with men on base will be forced to reach for the ball or risk giving up a possible run. I would be more OK with adding an extra out when a guy jogged to first base on a ground ball, lol.
