If they're so worried about it, they can proportion their electoral votes in the same way that Nebraska and Maine do.
They've tried that too. That was on the CO ballot in the 2004 election, IIRC. Voters rejected it by a rather large margin. So, since they can't fool enough voters to get it passed, they've gone back to the "have the legislature do it" idea.
