I believe the gov't and prosecutors are protected by sovereign immunity
If I were a betting man, I'd guarantee that no heads will roll over this. The government has been sadly lacking in the accountability department for a long time (helped immensely by Bill Clinton's tenure). None of the upper-levels of the federal government, regardless of how closely involved with this, will get in trouble.
They'll just simply retire. One of the perks of rising to the top.

Sovereign immunity is a concept that I do not completely agree with. Unfortunately it was part of common law which we inherited from England and has been around for centuries.
