And neither child should be facing punishment. Their parents should be asking themselves who the children are imitating and where are they getting this info from.
Children at age 6 work to imitate their "culture". They are trying to grow and to fit in.

The mom seems to be indicating it was all the boys fault, basically meaning rape (of sorts, i doubt there was any form of penetration).

When I was a teenager I once baby sat a couple of 6 and 7 year old boys of a divorced Mother. Both of them - the younger one especially - kept wanting to hug and kiss me and (I kid you not!) rub themselves against me! They told me that their Mom would bring men home and they would listen outside her bedroom door.
I finally had to get my own Mom to come and take care of them cause it was it was more than I could handle.

Banks says, What bother me the most is that my six year old was with a little boy about to do something that she don't know anything about. I guess it would bother her less if the six year old knew more about what she was doing?
The little boy apparently knew something, maybe he just axed the right questions.
