Not surprised.
The world is divided between people who can manage their money and those who can't. You can bankrupt somebody who can manage their money and within a year or two, they will be back on their feet. You can give a billion dollars to somebody who can't manage their money and within a year or two, they will be broke.

This is the same guy that got a large amount of cash stolen out of his vehicle while it sat in the parking lot of a strip joint. I seem to remember that he had some $80k in a briefcase just sitting in his car. With the stupidity that this guy has exhibited since winning the lottery, it's hard to understand how he has even lived as long as he has, much less made a living for himself before his jackpot. Burning through $113M in under five years takes effort. His ignorance and carelessness has made him a ripe target for lawsuits, thieves, and lawyers. This guy is a mess.
