Texas boy, 9, stabs 2-year-old girl to death

HOUSTON (Reuters) - No charges will be filed in the case of a 9-year-old boy who fatally stabbed a 2-year-old girl in a Texas home where a teen-ager was babysitting 12 children, Dallas police said on Tuesday after an investigation.

The stabbing occurred on December 22 in a home in southeast Dallas where a 15-year-old was left to supervise at least 10 siblings and 2 other children, including the victim.

The toddler, Damya Jefferson, was stabbed twice in the chest by a 9-year-old boy who lived at the house, according to published reports.

No charges will be filed against the boy due to his age, said Dallas Police Sgt. Gil Cerda. "You have to be 10 years old to be charged in Texas," Cerda said.

Since 1994, CPS caseworkers had investigated Richmond's home eight times because of allegations of that her children were neglected, not fed or living in filth. They referred her to parenting classes and helped her find work and food. Gonzales [spokeswoman for the Texas Department of Child Protective Services] said Richmond, mother of at least 13 children, seemed to be cooperative with that intervention.

Earth to Texas CPS: When, after investigating a mother's home EIGHT times, you still haven't been able to establish exactly how many children she has, the home and mother are NOT OKAY!!! I mean this is pretty basic stuff. I'd love to know how they established that all the children were getting fed without knowing how many children there were.

In this case all that was needed was locks on the reproductive systems of the women involved (the stabber's presumed mother, who CPS says has "at least" 13 children, and the dead boy's mother, who already has 2 at age 17).

I've seen kids like that; ones that terrorized their siblings. Eight times was more than enough for social services to do something. They're just making excuses.

Somehow, I feel that he will certainly have a paper trail starting within the next two years. If he's an animal at 9 he will be the devil himself at 11.

Just sort of a wild guess here, but I think the at-the-time fifteen year old mother wasn't too thrilled with the kid either.

The more we turn over responsibility to the federal government to define morality for people, the deeper we sink. Yesterday I watched in disgust as two fat black women forced their young (think 5-7 years old if that) pulling a wagon full of phone books around our block. The kids were straining. The immorality of forced child labor doesn’t really register with uneducated scum.
