( I once 'veered' into Newark, N.J. by 'accident' around one in the morning; driving alone) the only consolation was that police were in 'full force' apparently investigating various 'incidences' on just about every street I 'mis-managed' to find; but it was scary to behold). . .
I do hope by now, this is a 'full investigation'. . .am wondering as well; can cell-phones be tracked if they are on turned off or can they just be 'on' or must the phone be in use in order to track it. . .
What a painful and horrible situation. . .

Many of the newer cell phones have GPS chips in them but I believe they do have to be on and I know that mine has a setting that allows me to turn the GPS signal on or off.
Speaking of Newark, the murder count for this year just passed 100 a couple of days ago which is the highest in many years.
I'm originally from Yonkers NY eight miles from the GW Bridge. On our way to Virginia Beach years ago my friends and I accidentally got off the Washington Heights exit (horriable area of the Bronx). I mean really we have been traveling this route our whole life and look what we did. This is a scary story indeed.
