Microsoft is simply responding to the market. When customers are willing to pay for software that's well-marketed and flashy, but low quality, why shouldn't they provide it? Higher quality costs more to produce.
The majority of consumer software customers respond to marketing, not quality. They're simply too under-informed about their purchases.
Microsoft are masters of marketing. Therefore, they usually win.
