Negotiation requires give-and-take on both sides. What were the so-called commissioners willing to give? Nothing. They had a single purpose, obtain recognition of the legitimacy of the southern rebellion. So turn it around. Had Lincoln sent some men to Montgomery for the purpose of returning the southern states to the Union would you consider them to be there for negotiations?
