There is no blame on a region but there is blame on the Slaver leaders. They were the only ones with any chance of profitting from the destruction of the Union. They were the only ones who would lose through the policy of not allowing slavery to expand. They were the ones who schemed for a decade to bring about secession. They were the ones who fired upon US property and personnel, an act of war.

Slavery was protected by the US Constitution, and by the Fugitive Slave Act, and by the Dred Scott Decision.

They were justified to be concerned over their property rights, which were being threatened.
