Of course they can, oh master of the obvious. The point being is that they aren't developing their own, but sneaking in to our country and breaking ours. Our reasoning is typical of the globalist who will scream about product dumping out of one side of his mouth while demanding wage controls in the form of a guest worker program out of the other.
