Most likely he's talking about KC Johnson.

Liefong has become downright Stalinesque in this case, although he was probably always that way and nobody except those around jim were aware of it. He doesn't like the opposition, be it Elmostafa or KC Johnson, so he just uses the battledress of his office to take them down, or to try to.

This is all about intimidating critics into silence.

I'd say surely they're kidding, except it's Nifong. Wouldn't be surprised to see a lot 'Rats trying to shut down the blogs and sites like this one, either. They don't have enough sense to know when to stop.
