I have a stupid question. Are the votes always completely counted to certify the vote or is over once conceded?
It depends on the state , in the 2004 presidential race over 1.5 million absentee ballots in Cali were never opened or counted after concession.. in all likelihood Bush may have had the actual national popular vote despite what Jon Carry said..
