No, a concession is simply a way to make nice to your opponent. It does not alter the final outcome.

No. A concession is an unofficial act (as is a victory statement).

The eventual winner is determined by whom is certified as the winner by the top state elections official (usually the Secrertary of State). And that will be the person who drew the most approved votes.
