I have a real world example of what you're talking about. I've worked in real estate for 21 years, and a woman who was in our office for about 15 of them was an outspoken liberal Democrat. I don't recall the exact context, but during a political discussion in which I suggested that minorities be held to the same standards of behavior as everyone else (after she inferred that I was a bigot) she stated that "they can't take care of themselves".
That seems to sum up liberal philosophy regarding race in a nutshell.
