Please help me with this one question. Doesn't the house and senate need more than a 50% vote on bills to pass them? Doesn't it vary between the house and the Senate? I'm sorry to ask such an elementary question.

The Senate needs sixty votes to stop debate, but only a simple majority to pass legislation, with the exception of foreign treaties.
