Excuse the Vanity - but in most of the races I'm looking at less than half the precincts are reporting in. Casey vs Santorum: 22% reported in. Cardin vs. Steele: 7%.

I think the media is jumping the gun here. Those who haven't voted GO DO IT. Screw what CNN is telling you...

This is nothing new. The local media in Milwaukee is jumping the gun for the governor's race in Wisconsin.

If the precincts that are reporting are the ones most likely to favor the apparent loser, one may justifiably call an election sooner than if the precincts reporting are the ones that would favor the winner.

If a candidate would have to pull 90% in the remaining precincts to win, but those districts have pulled 95% for that candidate in the past, a race may still be too close to call. If a candidate would have to pull 60% in the remaining precincts but they've pulled 2% for that candidate in the past, the candidate may be considered to have lost.

Is 'concedes' a legal issue? What if you say the other guy won but when the final vote is cast and you actually won...what happens?
