I have some unknown numbers and at odd times on my cell phone bill. Is there any way to find the owner of a cell phone number without calling that number and asking?
Just use a service that searches a lot of them for free.

The solution is actually pretty simple. All you have to do is conduct a reverse phone number search.
This is a service where you are able to trace phone numbers back to the owner and obtain certain information about the owner. You must first enter the phone number into the search box, and search, in order to find out this information. That being said, not all reverse phone searches are the same, and not all provide the same level of accuracy.
Certain reverse phone lookups only allow you to search for public domain numbers, or listed residential numbers. With cell phones comprising of over 50% of phone numbers issued, these websites are not as useful as they seem. They also only provide you with the name and address of the phone number’s owners. Other paid sites for example, allow you to search any phone number including unlisted and cell phone numbers.
You will be astounded at the amount of information available just by reverse searching someone’s phone number. There are also certain services which give you access to criminal records and even background reports. Such websites include Name from Number which can be found at http://www.namefromnumber.com/ .

Don't waste your time, they are telemarketers and if you call the number on your phone it will come up as a non-existant number.
If you got time on your hands, key in the numbers on Google then search. You will probably find forums discussing the exact number that has been bothering you.
I've done the same thing then utilized the information I found on the forums to file formal complaints with the FCC telemarketing div. (I think thats what it was).
Don't expect any resolution but at least you get some satisfaction in knowing that you had an avenue of relief and tried to voice your complaint.
You phone may have been cloned. Not joking. Someone finds out your digital ID and clones a phone using yours or several others.. Not using it too much they stand less chance of getting caught. This was more common during the analog days of cell phones though. The equipment needed to do it ain't cheap. Second and most likely possibility is a billing mix up with your company. Believe it or not I had an old cell phone I had replaced for a newer one and used it as an alarm clock. I would still receive my text messages on it.
