Everyone not technically adept enough to optionally download and correctly install the blocker and all who have Automatic Updates turned on.

I just went to windows update and it did not install nor did it ask to be installed, i downloaded it from the IE7 site(but haven't installed it yet and still have IE6 on THIS machine)

BS, with Automatic Updates turned on, you still get to choose whether to install the updates or not.
