I'll speculate that it was "kept secret" for the same reason you don't see internal policy proposals published in WND from the FCC, or the Bureau of Land Management, or whatever.

I agree that Corsi made a mistake. It was probably his first article on this subject.

There is still no excuse for our government keeping this under lock and key. FOIA my foot. I found out a lot of this crap from the Mexican newspapers. Mexicans are macho and love to brag. They have a hard time keeping anything secret. The FCC and Bureau of Land Management better not tell Mexico or V. Fox anything.
