He would have been probably sending a text message, or an image of himself. It is a rather anti-social habit, people stand there playing with their phones and ignoring the person in front of them.

How did you take a picture? Why is he sitting down?
If he puts it to his ear and listens then looks back at it and does it again he is trying to call somebody
but doesnt get through. When he looks at it he s typing in a number.

Yeah, that's what I thought: listening to voicemails..if he was pressing buttons and then listening, that's probably what he was doing.
Also, since he's a delivery guy, some company's correspond with their delivery guys via phone, so it could have been company related.
Still "rude", but probably not unusual.

He was on the phone before he arrived!
handed me the bill and I was counting the money I don't think he was texting for he did not type into it!
For a deivery guy he had a very expensive phone. There was a time he came to my door with his shirt covering his face up to his nose.
he said had a broken jaw
You could be right he could have be redialing his number he just a strange young man!
You helped a little to put my mind to rest!

Well yesterday he came to my door with a Cell phone photo, he seem to be listening but never said a word. Then you he would cup the phone in his hands and was looking in it and then put it back to his ear and listen some more he seem to repeat this again. than he seem to press another button and listen again and than he closed it all the while no conversation! He was getting his voicemail!
Sheesh.
Don't be so durned paranoid!

Tell him to put the damn cell phone away when he delivers to your home. It's that easy.

Society is becoming more self centered and rude, lacking in manners and common courtesies. You've missed seeing this because you don't get out much.

I really never was raised to be assertived so I don't think of responding in that way, thank you!:)
