Why did the federal government help the airline industry following 9-11? Did they give the airline industry money or interest-free loans, etc.? What did they do to help out the industry?
Don't do your daughter's schoolwork for her. But aside from that pretty much the entire reason for the compensation paid to the 9/11 victims (at least the folks in NYC, don't know how others were affected) was done to save the airlines (and others) from lawsuits.
$40 billion to the airlines. The airline lobbyists pulled their wish lists off the shelves and they soared through congress. Kept the bankrupt ones running for awhile more. Have your daughter search the web and LexisNexis (credit card search on the latter at $3.95 per article).
Not intending to be critical, but I think the best thing I could do for my kid after such an assignment would be to teach him how to use google:

Airlines are a strategic asset in a time of war like railroads, ports, and merchant marine (when we had one). After 9-11, the nation knew we were in a war. Today, we are still in a war but people have neglected their duty to remember.
