Because the anti-American Democrats in the US Senate and House in 1974 or 1976 cut off all money and support for the elected government of South Vietnam (and cheered at the number of American Military that lost their lives there and spit on and threw human waste at the returning troops) and allowed the Communist anti-American heathens from North Vietnam to take the country and establish a dictatorship. Millions were killed and others placed in relearning camps and millions fled. Maybe the anti-American Democrats in the US Senate want some of the money made by the Communist for their bank accounts.
