Exactly....

The issue being about authority and personal responsibility.

IF they really, REALLY wanted to be together, there were acceptable was it could be done that wouldn't break the law (granted, it would mean her leaving her family) but waiting a period of time, her changing jobs etc would have made it
OK and not an issue.

Well, it would've made it OK legally assuming the age of consent in her state is 17 (which I don't know for sure). It would've still be morally reprehensible.
