In 1990, they hired Mexican nationals to snatch Dr. Humberto Alvarez-Machain and Javier Vasquez Velasco and bring them back to the U.S. (See Old Puzzles, Puzzling Answers: The Alien Tort Statute and Federal Common Law in Sosa v.
