He must think Home Depot has a lot of highly skilled, licensed contractors just waiting for service calls to come in.
The contractors they sub out to are the troubled contractors, desperate for some kind of cash flow, and both businesses split the mark up, with no one particularly concerned about quality, or guarantees.
