Jeff, All... Let me throw some conjecture out for consideration.
I too have puzzled about this Chinese buildup and our downsizing. Everyone, including me, is looking at this situation based on what they have read in history, their personnel experience and the wars we have lived through during our lives.
I decided to try thinking "outside of the box" and here is what I would like to throw out for consideration and discussion:
Our military technology is being developed 20-30 in advance of what we currently deploy. Suppose we currently have some technologies developed that will make a major revolution in warfare capabilities and change the strategy of how we fight a war.
Add to the mix, the developing technology that is close to being finalized and you might have a reason for the lack of our response to the Chinese buildup.
So it comes down to this in my little fantasy of conjecture: Rummy and crew are watching the Reds do their buildup and smiling while programing for the new targets they are getting. This could be one of those periods of time where there is a major turn of developments in warfare. Something like the "A" Bomb in recent history.
Just being optimistic and throwing out a different slant here. Taking off my tinfoil now...

We do have amazing technology, both now building on the ways and on the drawing board. The Metal Storm technology (which I have deployed as Hail Storm weaponry in my
novels, directed energy weapons, etc.
But the Chinese are not sitting still either. They are a very vibrant economy and have a lot of bright minds. As they continue to have more and more money to throw at the issue, the technology race will be just as critical as the arms race itself.

Even without the new weapons, wouldn't JDAM's do a number on surface ships? If we can easily hit small buildings, wouldn't a much larger ship, even if it's moving, make an easy target also? Taiwan could be defended with just a few hundred of those JDAM kits to upgrade their current bombs.
