Well, in addition to it's technical inanity, it's got the whole Xenu/Thetans/Scientology thing attached. If it were sold as pure science fiction, perhaps, maybe, and even then a poor representation of sci-fi. Plus it was like Travolta's own variation of Mel Gibson's Passion of the Christ in that for Travolta this poorly made sci-fi is part of a scientology belief system, or so I've read.

my father maintains that that was the worst thing star trek ever did.
there were a couple things that made it worth it..
spock philosphizing over the lyrics of row, row, row your boat, and later singing it. also uhura doing a feather dance was nice.

I hear it stems from Osamu Tezuka (who is famous in the West for Astro Boy).
But I've seen plenty of cartoons (before and after Astro Boy) by Tezuka that don't look like mainstream japanimation so I have no idea.
There are lots of legends among Japanese cartoon fans that don't hold much truth.
When Fred Mister Rogers died, WFMU played some cuts of his on the radio (it was days before 9-11).
One of the cuts was a bizarre, almost psychedelic piece (purely the words, not the music) of King Friday replacing the words to row row row your boat with much longer words that meant roughly the same thing.
