I was in Pattaya Beach during the 80's. I witnessed family's bringing their children out to meet the visiting naval vessels anchored off-shore. A girl, no more than 10 (pre-pubescent) solicited my husband. They treat sex as nothing but a way to earn money. It was disturbing.

The difference is that depravity between consenting adults is one thing. The sexual enslavement of women and children as a national commodity and export is something quite different.
