Joe Paterno should be the President of the NCAA. He has much more foresight than ANY of the other idiots in Indianapolis......

There doesn't seem to be a rational reason for the time-clock rule changes.

I guess they didn't pass the one on the Stars 'n Bars logo to be printed on the SEC footballs this season, huh?

I thought kicking out of bounds resulted in a penalty, and that the game couldn't end on a penalty.

What you just said. Joe Paterno should have been President of the NCAA ten years ago.

Joe Paterno should be the President of the NCAA.

Minor adjustment:

Joe Paterno should be the President of the NCAA United States.

I think he might be off on this one. The clock will stop as soon as the ball goes out of bounds. It also results in a penalty which would keep the game from ending as well.

The rule change makes sense as it makes it easier to determine when the clock should be started. It is always clear when the ball is kicked but not always clear when exactly the ball is touched by the receiving team.
