The colleges themselves may not sell them directly, but I see them all the time in stores.

Which stores? Have the players graduated from the college in question? That will tell me what you're talking about. Like right now you can't find a jersey with Troy Smith's name on it. He's the starting QB for Ohio State. Same with Teddy Ginn. However you CAN find jerseys with AJ Hawk's name on it, because he's not at the school anymore.

I would have to assume a licensing agreement to the University and they dammed well profit from that.

If they are buying them in bulk from the school, chances are they have a modification license. Same deal though, if the NCAA finds out that they are selling jerseys with CURRENT players names on them, that's a big problem because it's against the rules.

You maybe right I don't pay enough attention to what the rules actually are.

I was transplanted to Big Red country, there all over the place.
