The NRO satellites LOOK down not up It may have been point out by others by now but you jam the receivers on Earth not the transmitters in some other solar system so looking down is exactly what's needed.
OTOH, I really don't think NRO is going to waste their battery power on jamming a SETI signal. I'm betting that the supposed SETI signal is really just an NRO downlink. Probably wideband and certainly encrypted.
