Yes...if he can prove that the cortinsone injections or some other natural process is causing the advanced levels --OR if the second sample does not show the elevated levels -- he will be cleared.

This is the exact reason they give two samples. One immediately after the race, and a B sample a short time later -- to ensure that any elevated levels are not the result of natural processes during the race.
