Uh, yes they are.

I don't want to embarrass anyone, but I was one of those that wrote the bill.

We MODIFIED existing law.

Helmets ARE REQUIRED IN PA.

Exemptions: 21+ years old, 2years plus riding experience and/or safety class. In this case, HELMETS BECOME OPTIONAL.

I never understood why people are against helmets. My take is a bit different...I don't care about the rider...if he wants to risk dying everytime he rides, that his perogative. HOWEVER, if I'm driving the car that hits that rider, whether I'm the one at fault or not, I don't want his death on my conscience.

So actually the law is - HELMETS are NOT required for those over 21 with two or more years of experience. Is that what you are saying? The law is modified for those over 21 with experience.
