You don't say, but I hope you reported this to your local police. At the very least, this would count as a "first strike" against the pitbulls, in most communities.
I am very, very sorry about your dog. It is terribly hard to lose a beloved pet, especially in such a shocking manner.

our neighboor has two of them now - we are terrified here, especially when relatives visit with small nieces/nephews.

Just because homeowners insurance doesn't cover pit bulls, doesn't mean you still can't sue the dog owners in civil court for your lost pet's value.
It will be harder to win though if your dog was running loose and not on a leash or in your own yard, as your original post seems to indicate your pet was unsupervised and loose.

So sorry to hear about your Cocker. I hope it is doing better by now. It is lucky to have you as its owner.
You need a lawyer. The owners of the pit bulls need to be hurt. The fact that their homeowners' insurance won't cover them is a good thing.
Get the cops involved RIGHT NOW and then go find your own pit bull in a pinstriped suit and sic 'im on your neighbors.

One of the problems with leash laws is that dogs don't get socialized. I know, but I'm not kidding. All dogs, in the real world, bluff, charge, sniff, posture, snap, display, mate, and protect their owners.
Dogs as Pets or trophies and not companions are the problem. Folks put large dogs in fences or on chains and they never socialize with other dogs. Other than those in the fence. Their territory becomes strictly defined. They become very territorial. I could go on. And will.
When we were growing up and had dogs there were dogfights all the time. They'd make a hell of a lot of noise. You'd think they were killing each other. But they never did. Never even drew blood. They were doing what dogs do. But when they are isolated they have no way of knowing what their supposed to do.
But anyway, I could go on but I'm sorry for your dog. But it's only what dogs will do when they have no outlet for their nature. That's what folks have caused cause your neighbor raised hell cause someones dog shit in their yard.
How bout this. Unless you live in the country and have plenty of room for your dog to roam, how bout not keeping an animal "slave"? Or if you have to, keep control of your animal.

If some neighbor's dangerous canine little darlings can jump their fence, you might want to look into the purchasing one of the many doggie mace products on the market. I hope your dog comes through ok.

I'm sorry your companion was attacked and I hope her recovery will be swift and complete. After giving her my best wishes I now have to say I don't understand why you seem to separate yourself from any of the blame. The Pit Bulls were probably protecting their territory while you were allowing your dog to run loose in the neighbourhood. I at one time owned a Pit Bull who was a sweetheart and the biggest baby you could have in a dog UNTIL she thought someone was threatening me, at that point she would have protected me with her life. I feel quite confident my mini-Dachshund would do the same.
Since you were at fault for allowing your dog to roam around the neighbourhood at will, I don't think you'd have any luck with the courts.
