Your chart shows that consumption has generally increased (with expected dips and spikes here and there). I do indeed limit my consumption but the vast majority of Americans don't. Furthermore, I don't bitch about gas prices. I would be willing to bet that the most vocal complainers are also the biggest consumers. Americans haven't understood market economics for years.

Because of my lacking abilities and major lack of patience to fix it, my chart lacks the dates. It is over eleven years, you can clearly see the repeating yearly cycles over the seasons. What it does show in the last two years in spite of a growing economy and population, a great slow down in gasoline consumption. People have made changes in how they consume gasoline and it shows.
