Oh how noble of you. The scheme or idea is to subvert those very rules. First of all, there is a shortage of 20,000 truck drivers (this fact is not debateable) and the need for drivers is very likely to increase into the future. In order to provide an increased number of goods in the future, the powers that be will allow substandard Mexican trucks and trailers access into the US. This is already happening but the floodgate has not been opened. I have personally transported a trailer (legally as far as I know) which originated south of the border. It never ceases to amaze me that many Americans don't want DDT in the US but are willing to accept grapes which have been sprayed with DDT in Mexico to be sold into the US. Out of Sight, out of mind, again.
How is it that a Mexican driver can obtain a CDL and still not speak or Habla Ingles? Yeah, I know it's not your problem, it hasn't affect you YET. I just personally witnessed this on Monday, July 3rd and there was nothing illegal, his truck was being given an annual safety inspection.
I still say it's too bad that you can't find a minefield to play in to play games.
