When that penalty was called I was remembering a situation that occurred in a Paulista league game in Brazil a few years ago. The referee called a penalty right at the end of stoppage time. The kick taker took forever to line the ball up and walk away from the ball. The referee blew the final whistle before he had the chance to take the kick.
That penalty was called right at the end of stoppage time and Totti took it almost two minutes after stoppage time had expired. The referee would have had every right to blow the final whistle and should have in my opinion.
