No, they don't. They play in the Oceanian division, against Australia and a couple of other states. Of course, watching how the Socceroos did against Os Canharios yesterday, I can see why Israel stayed home.
I wish there were more World Cup-quality soccer on. The only soccer worth watching is World Cup/Premier League/Serie A/Bundesliga. The rest, including MLS, can be boring.

The issue is why are they in that division.
Why are none of their preliminaries against Arab/Moslem counties who get to the World Cup?
Because the Arab refuse to play Israel and the World says OK and sticks Israel somewhere as to not offend the Arabs/Moslems.
So Iran and Saudi Arabia get to the Cup, but not Israel.
