Of course they won't try it on him. Bullies beat up much smaller children, because there is very little chance the bully will get hurt that way.
Bullies have lots of tricks. One is for different bullies to beat up the same small kid on different days. Then the school authorities will punish the victim for "getting into fights" (as if he had any choice in the matter).
Another trick is for a group of bullies to surround a little kid, one (or more) of them will beat him up, then the others will be "witnesses" who will say that the little kid "started it".
Public school officials are often criminally stupid, when it comes to dealing with bullies. The way to solve this is to provide school vouchers for all students, so that parents can send their kids to small, non-bully schools.
