That's a rather unfair conclusion you're jumping to. The article said no charges were filed by the police. It's just as likely she had a green arrow and he was in the wrong by trying to beat a red light or totally ignoring it. Maybe the intersection was regulated by stop signs and he just thought he had the right to take his turn before it actually was his turn.
