He expected that there would be no complaint over 2 dollars and wanted to keep an extra 2 dollars for his work.

If I had been in an accident, was taken to get change for the tow truck, then was told he had no change and I needed the exact amount when he hadn't said that before, honestly, I would have lost my cool too. It might have only been 2 bucks but my patience would have been over. And then he drives away with my car? BOOM! And I'm a girl. (admittedly an older "girl" lol)
